In reply to your letter of the 12th instant, (reference 10238/24) concerning the position under the National Health Insurance Acts of certain native artisans who are being brought to this country by the Government of Hong Kong in connection with its pavilion at the British Empire Exhibition, I have to state that it would appear that while in England these persons will be liable to compulsory insurance. If however they so desire they may claim exemption from the compulsory provisions of the Acts on the ground that they are ordinarily dependent for their livelihood on earnings derived from an occupation which is not insurable, when contributions at the reduced rate of 5d. would be payable in respect of them (see the enclosed Form X.58).

I have to add that the Department is at present taking steps to arrange with the various exhibitors at Wembley for the insurance of natives employed at the Exhibition.
